Buying a domain that already has a good PR will not help you in any way, because you
will anyway be changing the contents of the site, and PR almost entirely depends on the
content.

Are you sure ? It depends upon many more things .So even if content is changed Page Rank should be sustained.

Yea, I have 2 Websites, both being a PR3, and It has changed SOOO Much, But STILL Remains a PR3.
So for Everyone, DONT Under-sell a High PR Site Even though it's going to change Content. It will STILL be a High PR.

Well, it's not that bad. Buying a domain name with PR is actually beneficial. However, what matters most is the quality of the domain. Check the site reputation before purchasing it.

Are you even serious? PR dependent of content? Where did you hear that nonsense?
If you keep the backlinks of a dropped domain, there are good chances to keep its PR
