i want to know that what will be best keywords for a software development site according traffic, if i am having a good position in such a keywords that have low search volume, then now what to do that i can some in top in all keywords, how can i promote many keywords at a time for same time.

I would suggest you to prepare a list of keywords using overture and according to high search vloume and low competition you can take keyword for optimization.

the first thing you have to rank-on is your product name.... then after,, the least competitive keywords which specifically targeting your products.. then target high competitive keywords...

I suggest focusing on a couple of keywords. Generally if you promote your main keywords through proper SEO the lesser keywords will recieve similar improvement.
The other thing to consider is traffic isnt everything. Just because one search term gets better traffic it may not result in better conversions and sales.
So i would look at keywords your target market would search for. Start there.

Keep in mind not to use highly competitive keywords.
When you research it from a tool with targeted keyword, try from bottom 10-20 and research the web page of competitors who are using that keywords.

try using the google adwords tool, it shows estimated traffic for your keywords and shows alot about how competitive the keywords are, plus of course it's free
