It's hard to say the names of websites you're asking. You didn't specify what is the site you are looking for exchange link, is it the one in you signature?. If you need better results for your link exchange you have to choose the sites relevant to your content. So, you have to do some research on the web. Besides link exchange you can post your free links at many different places, such as free directories, forums, etc. But always try to find the sites relevant to your content.

First look for "Link Exchange" section of this forum. You can mention there your site and ask for some interested to be your link partner.
Second, mention what your site is all about, what category it fits in or any niche you are related.
