Go to Google and submit your website once
Actually you don't need to 'submit it' manually since it will be crawled and indexed automatically by Search Engines.

i think you don't have to submit your site, let the search engine find your site. Do the link building methods.

Well, i think, there are not too much other SEs that may come useful enough to bother with them individually.. Apart G, Y and MSN i would mention the chinese Baidu, the russian Yandex and the strange one Cuill.

better quality websites or blogs with unique content gets ur sites cralwed faster, or submitting into Social bookmarking sites can get crawling better

Yes. I agree to DoctorTree it is not necessarily that you submit your website. google automatically crawl every new websites. The more relevant and fresh your contents are the higher the chance you get a page rank..

Submitting a site to SEs is not necessary. You don't have to pay for it. Your site will be crawled by search engine robots eventually.
