For improving page rank better build some quality links , for traffic need to do some good SEO like make links , on page optimization etc

One of the factors that affect page rank is the number of back links that you are getting. In order to do that, here are some of the methods that helps increase the amount of back links that you are getting:
blog commenting
forum posting
classified ads
press release
online groups

First of all have patience. it need time to increase PR
now, backlinks and good content writing are the best way to increase your site's pr.
do one thing make backlinks on those sites which have high pr.

To increase traffic and PR there are numerous ways-
Promotion of sites on specific and relevant categories that matches with your sites product or services, relevant and original contents, promoting and linking with the good sites, to increase PR the first step is to increase back links of the sites by promoting through different channels in accordance to the rules of the promotion.

unless you're flipping sites, there is no immediate benefit from high PR (it's a synthetic metric, Google changes it like dirty socks)

Hi..
For improving your site traffic, you may add some SMO practises like microblogging and bookmarking to the usual SEO techniques. SMO using reputed sites does help in increasing website traffic eg. Twitter, tumblr stumbleupon etc
For improving PR you need to increase your back links from sites with high PageRank.
While creating back links, be sure they are relevant to your website, in order to gain greater credibility.

PageRank mostly is all about quality backlinks and there is no easy way to get it cause it's a continuous process and not all links are treated equal. The higher the quality of the link is the more difficult it is to acquire it.
