I think the best way to increase PR is to create backlinks with relevant sites with high PR.

Google Page rank is based on back links. Back links are Links pointing to your website from another website. The more back links you have the higher your PR will be. So keep on building quality link by doing off page optimization.

Exchanging links with high PR sites will boost your pagerank. But don't get too concerned about it, ranking and traffic are more important!

You must have to create backlinks to increase your PR.
I have needed 301 backlinks to see my website as PR1. you can build backlinks by
1. article writing
2. publish press release
3. social networking sites
4. forum posting
5. comments on related blog
these are most effective way of getting back links.
