Hi,
You must find out the relevency and authority site appropriate for oneway links. because there are so many free site that can claim to provide you a free one way links with your site , so you must look for the sites specially from your domain and higher PR.
So that the objective of your link building can be achieved rather than plain oneway link and you will see an increment in your site PR for a long term.

Most of such sites are free directories that don't give you a good PR. But you may try them. May be you will find pages with a high PR and they willl put your link there.

There are a lot of free directories that have a good pagerank and will give you some as well with no reciprocal needed. It takes time to submit to them but it is very possible. The link that Vistadivine provided is good!

There are many ways to get free one-way links. One of them is forum posting. Put some links in your sig.

yeah I agree forums posting with your signature on it is one of the best way to get a good backlinks and there a lots of techniques you can do to get a good backlinks example commenting on blogs etc.....

One way links usually can be obtained by purchase. Most of directories offers free listing, but with reciprocal link.
