Do Website Descriptions effect Link Popularity & SERPs?

Let us Attempt to Clear up this Controversy

Every SEO knows that Keyword/hypertext/hyperlinks now effect positions in SERPS - as well as image URLs and Alt text

But does the Description or Text either before of after have some effect
eg: directory listings?

Of course, no search engine knows whether the words before or after the hyperlink is pertaining to that site

But because theme of page is now being considered as a guard against random Free For Alls -
and because in Google Image Search they admit to factoring the neighboring Text - would it be possible that the TEXT as well now be factored to some degree
