I guess you are not just asking on how to promote using bing. I guess you want to get backlinks here. Submitexpress is an undoubtly a dofollow forum anyway. But dont spam!

SEOing your site in Bing?
As far as I know, Bing algorithm is more straightforward. links/anchor texts = ranking for that anchor text. And Bing like an older domain, unique content, good neighborhood and relevant text in key HTML tags.

I recently started to analyze and compare google to bing and have found that my key words have risen more on bing than on google. I so far am very impressed with this, and it looks as tho, as said the algo is more of what we all strive for.
