I have being reading and reading how to shoot up that search engine and finally i am on page 250 for me it was a mix between backlinks and relativity  do you have anything to share?

I like keeping links relevant. You cannot be shot for having links to websites within the same industry you advice your visitors. Eventually, you may turn it into a high quality manually created directory and you might get more visitors because of that.

Determine whether your potential link exchange partner is of the same niche, meaning related to your site. Also check it's PR, if you have high standards, as well as its traffic rankings.

Just keep on participating in forums to enhance your knowledge about doing it. Don't you know that posting in forums is a good way to gain your backlinks. Seems SE's frequently index forum link. Just keep on building quality link to rank. And be sure you are participating not spamming

you mean on page 25 (250th row) or page 250? 
you need to work more and hard.

I would only suggest you to study and analyze your competitor sites and see the sources from where they are getting their backlinks. Target the same sources and some additional as per your SEO knowledge and you would see the result in some time.
