A while ago while surfing the net, I found this article a stating the value of on-page optimazation and off-page optimization.
25% On page optimization
75% Link building
Would you agree with this percentage?

It depends on the person in charge  I cannot say how much percentage am working off page but should i say ---we are working very hard on both.

Not sure if the statistics are correct, but it is not the first time I have heard a ratio simular to that for between link/content...
I don't think anybody really knows outside of the search engine companies.

Over the long-term, I'd probably skew that percentage even more toward the off-page optimization. The on-page stuff should be done right when you're building the site, then you're done with it. Maybe there's a little bit of tweaking and changing of keyword density or layout, but you shouldn't have to spend much time doing ongoing on-page optimization. Just build more links to the site and the rankings will come.

I Think, it Depends on totally quality content + on page optimization and quality back links from off page optimization.
content is king + build dofollow links = success of SEO.
