Good article! Most forgot the important of linking to outsite because they afraid it will leak site juice PR. Actually this outbound link is same weight as inbond link, put your sites as "natural" site in the eyes of G.

Google rank websites on on relevancy and the number of votes a website get . Low PR does not mean you won't get good ranking. The most important are your contents and the number of relevant votes you get from other websites.

Good tips....I have a site with a PR of 0 so It will probably be a little harder for me to do this by simply onpage optmization.

All though backlinks are important, I do strongly believe that on-page optimization is also important. At the end of the day, if your page doesn't have the content what google is searching for, it won't matter how many backlinks are pointing to you.
