Submitting a site to SEs is not necessary. You don't have to pay for it. Your site will be crawled by search engine robots eventually.

Search engines should be crawling through your site naturally. I suggest using submission sites once at the beginning and then let search engines find your site naturally. Isn't www.SubmitExpress.com a place for submissions.
