The question is probably about exchanging links with other webmasters. For adding the reciprocal links, you can directly contact the other webmasters through filling out the forms on their pages.

That's what you call link exchange. Contact the site webmaster and ask him/her to add your url in their site or resources page. Make the letter of request as concise as possible.

there are many mathod to link exchange like chating to other partner site to request link exchange, another is directory submission, forum posting, social bookmarking, blog comment, article submission

Well for most cases, contacting them is the most common way of linking to other sites. Unless they will just link to you without asking in return...

Forum and blog posting, linking your site to blogs and forums that are related to your niche can be very useful, well this method is time consuming but it will surely help a lot in improving your sites ranking on search engines, the vistors to the site where you had posted your link can be a source of traffic that’s why it is much better if you make your comment more interesting so that you can attract people to click your link.

There are lots of methods to link to other sites. You can do forum posting and put some links in your signature. Social bookmarking and blog commenting are also examples of building links.

You can build one-way and reciprocal links. Try directory submission, blog commenting, social bookmarking and link exchange.
