If I have a PR 3 site is it best not to exchange links with any other site with a lower PR than this? Will this bring my PR down?

I would say if they got any PR or if you feel they will have a PR soon then why not. You need to make your links seem natural, meaning get links from sites with all different PR's.

Well no if you are getting links it will never decrease your PR actually it would increase youir PR but we recommend to exchange links with high PR sites just because one link from a high PR site means a lot more than 10 links from no PR sites.

Ya many time you would have to keep patience as I did when my sites PR was 0 nobody exchanged links with me, but now everything is fine.

I would second that my site up in april 06, two months in page rank 2 next three months my page rank is 4, found that of interest and fun!

doh, forgot to ask this, I redeveloped my website pages over the last two days to expand the site through categories, I had page rank on older pages as 4 upto thursday , I have added all my new pages etc and yet on main page the page rank shows four and on new pages added 0,will i have to wait for the checker to find the pages?

Well the PR updates are very delayed I think you may have to wait for a few months to see the update for your new pages too!
