Just so you know, in terms of PR - The directory itself may be PR8 but the page your site on will sure as hell be pr0.
IMO directory submiting is worthwhile for a starting exercise but dont spend your time doing more than 30.
Firstly you need to be focusing on good quality link building from high PR PAGES i.e a homepage.
Secondly if you do want an easy way to get cheap backlinks focus on DoFollow Forums:

If your wondering yes I am new to this forum but most certaintly not new to other big SEO forums. I look forward to helping in anyway I can and of course learning as well.

Thank you for your list............ I have some good high PR directories sites list.. http://pravalikadesigns.com/free-directories-list.html you can find good directory sites list here.. inner pages also has PR in this directories. submit your sites to this list and get fast approval............

I just want to know how do they work now for SEO? As Google has changed its view in many places so submitting in search engines are still considered as one of the best options? I think blogging, social bookmarking-networking and forum postings are much better options than posting your site in so many directories and wait for long when they'll approve your site.

Right. Directory submissions take some time to get approved. Social bookmarking sites on the other hand help in faster indexing.

Directory submission should fefinetely be part of your SEO efforts. What makes directories stronger is the simple fact that you can get a page were your link will be (almost) only on the page. SB sites and forums don't give this to you. Blogs, perhaps, but then you will be in charge of them and have to do your own SEO on them.
